The government has decided to regulate by special law what is called marine tourism, including all sailing or recreational vehicles used in this sector.
In a bill issued for consultation, the Ministry of Tourism and Environment underlines that “marine tourism activities” are activities carried out in inland waterways such as cruising, surfing, recreational diving, windsurfing, water skiing, wakeboarding, fishing tourism.
These maritime tourist activities are carried out by means of recreational sailing, which sail and dock in inland navigable waters. For sailing vessels, the bill stipulates that they must be registered and have relevant licenses while they must be younger than 15 years, must have renewed their certificate annually and have an insurance policy, within the validity period, that guarantees the life, health of clients as well as liability for damages that may be caused to third parties. The draft also provides for a long list of criteria that must be met by entities entering Albanian waters as well as the use of ports. Among other things, renting seasonal anchor stations for sailing vessels for a period of 15 years is also provided for in the new law.
